I think it’s so fun to turn sandwiches into casseroles, don’t you? (My most popular one is chicken bacon ranch casserole!) This low carb keto philly cheesesteak casserole recipe is just that – the sandwich turned into a comforting casserole. No bread required.
Low carb philly cheesesteak casserole with cream cheese, ground beef, sauteed peppers and onions is the classic cheesesteak combo, topped off with a layer of melt-y provolone cheese. And since it’s ready in 30 minutes, using simple ingredients, it’s easy to whip up last minute on a weeknight.
What Is Philly Cheesesteak Casserole?
Low carb philly cheesesteak casserole takes all of the flavor from the iconic sandwich and puts it into casserole form!
This keto cheesesteak casserole packs major flavors, from creamy and cheesy ground beef, to sauteed onions and peppers, to a melty layer of provolone cheese. You definitely won’t miss the bread!
How To Make Philly Cheesesteak Casserole
Let’s make this keto philly cheesesteak casserole recipe! It comes together in just 30 minutes:
- Brown ground beef. Saute beef in a large saute pan, breaking up with a spatula. Season with salt and pepper.
- Saute veggies. Add bell peppers and onions to pan. Season with Italian seasoning, smoked paprika, and garlic powder. Saute until veggies are soft.
- Add cream cheese. Stir in cream cheese and broth until smooth and melted.
TIP: You can adjust the amount of cream cheese to taste here. Add an additional 2 ounces if you want it super creamy.
- Assemble. Transfer to a baking dish and top with a layer of provolone cheese.
- Bake casserole, until cheese is melted.
TIP: Broil casserole for a few minutes before serving to brown the cheese, as pictured here.
Can You Use Steak Instead of Ground Beef?
Absolutely! The process would be very similar. You’d simply cook your steak separately first. Here’s how:
- Cook the steak separately. Try my method for sirloin steak in the oven (and slice against the grain after cooking) OR you can slice raw flank steak thinly first and then saute the pieces briefly until cooked through. Since steak dries out more easily than ground beef, set it aside to keep warm and don’t keep it in your pan.
- Saute the bell peppers and onions on their own. Add steak back to the pan only toward the end.
- Stir in seasonings, cream cheese and broth. Saute for a minute or two with the seasonings, then stir in the cream cheese and broth.
- Transfer to casserole dish and proceed with the recipe the same way.
Can You Make Philly Cheesesteak Casserole Ahead?
Yes, you can make this low carb philly cheesesteak casserole recipe ahead of time. Casseroles are one of the best foods to prep ahead!
You have a couple of options:
- Meal prep the main components. Brown the ground beef, and slice the onions and bell peppers. Store them separately in the fridge to time the day-of.
- Make and assemble the casserole. Instead of baking it, store it covered in the refrigerator. When ready to eat, simply bake as directed. You may need to add approximately 10 more minutes to the baking time, just to heat it through.
If you pre-assemble the casserole or if you store leftovers, either way it will last in the fridge for about 5 days. To reheat your keto ground beef philly cheesesteak casserole if it was baked previously, you can either use the microwave or a 350 degrees F oven, until hot.
Can You Freeze Cheesesteak Casserole?
Yes, you can also freeze this keto low carb philly cheesesteak casserole. Assemble it without baking, wrap tightly with foil, and freeze for up to 3 months.
Let thaw in the refrigerator overnight and bake in a 350 degree F for approximately 20 minutes, until hot. If you need to bake from frozen, it will take a lot longer (at least 40-50 minutes) and you’ll need to cover it to prevent burning the cheese from being in the oven so long.

I made this using only 1/2 the bell pepper but using red, orange and yellow. I don’t care for green usually. This was excellent ! My husband and I loved it and my teenaged niece who is pretty picky as well as a friend of my daughter was here and everyone really enjoyed the meal. I served it with strawberries on the side. I did drain the beef but added 1/3 cup water back to the pain for veggie sauté
Lee
Do you drain the ground beef after it is cooked through? Or just leave it all in the pan?
Wholesome Yum M
Hi Lee, I do not drain the pan after cooking ground beef.
April
This really hit the spot. We did the ground beef like it says and it was very good. I added more salt to our taste but all in all, a very good dish. We will definitely be making this again. Kids loved it and I have a pretty picky eater. Great idea!
Lori
So easy to make and really tasty!
Elizabeth
Delish! I made Philly cheesesteak sandwiches for the non-Keto-conscious people in my house by putting the casserole on long crusty buns with assorted toppings and sauces (lettuce, tomato, pickles, olives, ranch, bbq sauce, chipotle) they were a hit
Lynda Pedersen
This looks good will give it a try. Just curious as to why chicken broth instead of beef broth?
Wholesome Yum M
Hi Lynda, I preferred the flavor of chicken broth, but feel free to use beef bone broth if that’s your preference.

Yummy. I have two teenagers that like Cheesesteaks. I often make from frozen ribeye chopped steak meat (like Steakumm meat, but the good stuff) regular cheesesteaks for them, and put the cheesesteak with provolone over a bed of lettuce with a drizzle of mayo for our dinner. It is quick and one of our favorite dinners.

Recipe was easy and very tasty. I will be making this again. I served it with Mashed Cauliflower for myself and Mashed Potatoes for my Husband.
Cynthia Turk
This came out delicious. I used Steak-umm and put more garlic and some ginger in the recipe because I have a mixed paste in the fridge. I had it over cauliflower rice. I find myself looking to this site a lot for quality, easy to follow recipes. I’ll make this again!
Mike
Ground beef for philly steak?
Wholesome Yum M
Hi Mike, Yes, ground beef works best for this casserole version of a classic sandwich.
Globugg
This was an easy recipe and it came together easily. Wish I had drained the fat off the sautéed beef. Kind of greasy. Otherwise it’s very tasty.
Niki
This was sooooooo good and soooooo easy!!! I had it as directed but also provided rolls for a few of us and it was super delicious both ways! I also made it with shaved ribeye steak because I love it and had some on hand and added mushrooms đŸ™‚ Do yourself a favor and make this one ASAP!!! Thank you for this recipe! Looking forward to trying others!
Elaine
This was delicious. I’m on KETO so it was hard to limit myself to one piece. I served it with steamed cauliflower. Next time, I will omit the cream cheese and add more provolone.
Cecelia G Stewart
I LOVE it! I used a little more cream cheese than you suggested and it was great!
Will
Not at all what I expected. No cohesiveness to it whatsoever. Just ground beef with peppers and onions and cream cheese and cheese on top., It needs something to bring it all together.
Wholesome Yum M
Hi Will, I am sorry this recipe didn’t turn out as expected. The cream cheese is supposed to get added to the pepper and beef mixture so it fully incorporates the flavors.
Jenny
This was fantastic! Thank you so much for sharing the delicious meal!
Phyllis
Made a few changes – used 8oz cream cheese, 1/2 cup broth,1tsp. Smoked paprika, 2 fresh jalapenos sliced, 11/2 tsp Worcestershire sauce used Monterey Jack and cheddar cheeses. Very good
Rhoniesha
Pretty good. Used finely sliced ribeye and just green bell pepper.
Gail
I used shaved meat coming from the east coast the shaved meat made it feel more like a cheesesteak
Barbara
Outstanding Maya! My family loved this.

Made this tonight. We loved it. I used a combination of ground beef and turkey breast to make up the two pounds. It was all the supermarket had. I doubled the cream cheese because I needed to use it. With a salad this made a great meal. It was enough for two meals. Divided it between two casseroles and froze one. Thank you.
Cookie
Hello,
Thank you for sharing this recipe, however, 7.2g net carbs is reasonably high for one meal.
Wholesome Yum M
Hi Cookie, Thanks for your feedback. Depending on where you are in your low carb or keto journey, this recipe can fit well into your day. If you are stirctly lower carb, I hope you can make room to enjoy it on occasion.

This was so good and easy to make! Husband and kid approved.
Tina
My husband is a Philly cheesesteak junkie. I’ve wanted to make this for over a year. Finally made it tonight in my Ninja Foodi on saute then bake. It was sooooo excellent, we ate the whole thing! I will be making this again. We’ll double the recipe for leftovers. I added mushrooms to onions and peppers as that’s how we usually like our cheesesteaks! Thanks for a great recipe!
wilhelmina
I love this casserole! It is a great recipe to keep me on my keto diet without having to cook a separate dish for the rest of my family. We all love it!
Suzy
So, so good! Simple, easy and the flavors are spot on! Definitely will be making it again!
